Florida's Eligibility Definitions

As stated previously, states have some discretion in setting the criteria for child eligibility. In Florida, infants and toddlers from birth to three years of age with an established condition or a developmental delay are eligible. An explanation of the criteria for established condition and developmental delay are noted below. Remember, this is a federal entitlement program and has no financial eligibility requirements.

Infants and Toddlers with Established Condition

A child is eligible if there is a diagnosis, or suspected diagnosis, that has a high probability of resulting in disability or developmental delay, in one of the following areas:baby in swing

  • Genetic and metabolic disorders
  • Neurological abnormalities and insult
  • Severe attachment disorder
  • Significant sensory impairments

Evaluation is not necessary for children who have an established condition. For these children, a written confirmation from a licensed physician (or in the case of severe attachment disorder, a licensed psychologist) of the diagnosis or suspected diagnosis establishes eligibility.
