Deputy Secretary for Health
Kelli T. Wells, MD was appointed as Deputy Secretary for Health by State Surgeon General Dr. Celeste Philip in March, 2017. She also continues to serve the Health Officer for the Department of Health in Duval County, a position she's held since May 2013.
Dr. Wells, a family physician, joined the department in June 2009 as the clinical services director for DOH-Escambia and was appointed director of DOH-Duval in 2013. She previously served as Chief Medical Officer at the Agape Community Health Center, Medical Director at the West Jacksonville Family Health Center, and Fast Track Physician at St. Vincent's Hospital emergency room.
Dr. Wells supports the department's efforts to close disparity gaps as co-chair of the Health Equity Program Council. She has a long community and represents public health as a member of the Duval County Medical Society, the Duval County Medical Society Foundation, the Brooks College of Health Dean's Council, and an ex-officio member of the Jacksonville City Council's Public Health and Safety Committee. Dr. Wells is a state representative to the National Association of County & City Health Officials (NACCHO). She graduated from the University of Florida's College of Medicine and received a Bachelor of Science from Florida Agricultural and Mechanical University (FAMU).
