Winifred M. Holland, MPH, MA, LMHC


Ms. Holland has been the Florida Department of Health in Clay County (CCHD) Administrator since February 2013.  She previously served as the Administrator for the Florida Department of Health in Bradford and Union Counties from 2005 until January 2013 and also as the Interim Administrator for the Okeechobee County Health Department from March 2011 until October 2011.  Prior to her current role, Ms. Holland served as an Operations and Management Consultant II with the Hendry and Glades County Health Departments for seven years working on teen health issues and outreach in underserved communities.  Ms. Holland has extensive public health experience in the areas of primary care, TB control, immunization and sexually transmitted infections.



 In 1990-91, Ms. Holland served as a Legislative Aide to State Senator Helen Gordon Davis.  Her work experience includes working in the private sector in legal affairs, legislative lobbying and managing a private primary care clinic.



Ms. Holland received her Bachelor’s of Arts degree in political science and secondary social studies in 1973 from the University of Florida, and earned a Master of Public Health with an emphasis on Epidemiology from the University of South Florida in 1983.  She also earned a Masters in Mental Health Counseling from Florida Gulf Coast University in 2003 and is a licensed mental health counselor.  She is a member of the Kiwanis Club of Starke, Florida Public Health Association, Florida Association of County Health Officers (SACCHO Representative to NACCHO), serves as Chair of the NACCHO Membership Committee and on the Board of Directors and is a Red Cross volunteer with the Behavioral Health Team and the Operations Director for the Statewide Florida Crisis Consortium.



Ms. Holland is proud to represent her community.  She is a strong advocate for public health and believes that empowering her employees and community members with the information they need to make good choices changes lives.  She strongly believes that change occurs at the community level and that county health departments are the leading change agents. She is an advocate for her staff and strives to empower and train employees to perform their job duties to the best of their ability, and to represent the health department in the community in a positive and professional manner.  She loves to read, attend Gator games and do crafts.
