Hazard Vulnerability and Risk Assessment

In this web portal, the Florida Department of Health makes available resources for public health risk and vulnerability assessment for emergency preparedness and response planning. This portal also includes links to other resources and tools created by the Florida Department of Emergency Management, federal agencies, and state universities.

Florida Department of Health Resources

The Florida Public Health Risk Assessment Tool – The FPHRAT captures information in a residual risk matrix that produces a risk, capability and resources gap analysis for each hazard by county. Access is managed to allow county planner(s) to rank capability functions, resources, and hazards. This tool requires a login password to protect the integrity of the data.

Florida ESF8 Planning Map - provides the user with the ability to map the areas potentially affected by incidents impacting Florida, as well as health care facilities, population densities and sites of interest to ESF8. The information provided by this tool will aid ESF8 and other planners to properly plan for the provision of alternative services and services sites, shelter-in-place scenarios, or evacuations.  Select the data icon on the map toolbar to activate the Hazard Vulnerability Data Explorer, and to access information regarding social vulnerability index (SoVI), medical vulnerability index (MedVI), all-hazard vulnerability index (HazVI), jurisdictional risk assessment and resilience (FPHRAT). This tool does not require a login password.

Public Health and Medical Hazard and Vulnerability Analysis Tool
– assists environmental and public health planners to identify and systematically document public health vulnerability characteristics associated with hazards and their phases of an event. The application allows users to view, identify, analyze and report detailed information from various sources. Users can view information about the following: FDOH Environmental Health programs; FDEP public water systems, EPA National Priority List, Brownfield areas 2007, CDC vulnerability index, FEMA flood zones, FDEM surge zones, and FDEM critical facilities. This tool does not require a login password.

Florida Medical, Social and All-hazards Vulnerability Report (2012) – this report includes a comprehensive assessment created utilizing the Florida Hazard Vulnerability Data Explorer (HVDE).  This assessment includes maps and analytics representing social, medical and all-hazards vulnerability within the state.  It also presents spatial impact of hazard variability at the sub-county, county and state level.  This assessment provides information for disaster risk reduction including preparedness for response and recover, and longer-term adaptation in those most vulnerable and highly impacted areas.

Florida State Emergency Response Team Geospatial Assessment Tool for Operations and Response (GATOR) – GATOR is the flagship common operation picture/situational awareness application for the Florida Division of Emergency Management (FDEM) and the Florida State Emergency Response Team (SERT).  The SERT uses this geospatial assessment tool for operations and response. This tool does not require a login password.

State of Florida Enhanced Hazard Mitigation Plan 2013 - hazard mitigation plays an important role in the primary objective of protecting citizens’ health, safety, and welfare. This reference helps define the actions taken to reduce or eliminate the long term risk to human life and property from manmade or natural hazards and should be considered when developing plans. This resource does not require a login password.

Federal and Other Resources

Florida Census Information - census information on Florida counties and cities. This resource does not require a login password.

Spatial Hazard Events and Losses Database for the United States (SHELDUS) - is a county-level hazard data set for the U.S. for 18 different natural hazard event types such thunderstorms, hurricanes, floods, wildfires, and tornados. For each event the database includes the beginning date, location (county and state), property losses, crop losses, injuries, and fatalities that affected each county. This tool does not require a login password.

Global Terrorism Database - is an open-source database that includes information on terrorist events around the world. It includes systematic data on domestic as well as international terrorist incidents. This tool does not require a login password.
