The 12 step process for developing After Action Reports and Improvement Plans (AAR/IP) for exercises and real world incidents and events ensures that staff develop consistent, Homeland Security Exercise and Evaluation Program (HSEEP) compliant After Action Reports and Improvement Plans, and that AAR/IPs provide analysis and corrective actions that enhance future exercises and real world incident and event responses.
At the conclusion of an exercise or real world incident or event, the lead exercise planner or designated staff will develop an HSEEP-compliant AAR/IP and submit it within 60 days of the conclusion of the exercise or incident/event. Training, Exercise and Evaluation Section staff are available to assist in this process as needed.
Courses and training events need to include evaluation to determine their effectiveness. This should be done in the manner most appropriate for the course or training event and would include, at a minimum, evaluation of the participants' understanding of the content and perception of the effectiveness of the course or training event.

In order to better document the scope and effectiveness of Preparedness trainings approved through the Tier Review Process, a Training Summary Report Template is provided. In this report, course managers provide participant information and feedback, learning objectives and capabilities, as well as identified areas of excellence and improvement. This report is submitted to PHMP_TrainEx@doh.state.fl.us 60 days after the end of the training, or at least annually, by June 30th.
