Community recovery is the ability to collaborate with community partners to plan and advocate for the rebuilding of public health, medical and mental/behavioral health systems to at least a level of functioning comparable to pre-incident levels, and improved levels where possible (CDC). Health system recovery is important in achieving national health security goals. The Florida Department of Health Community Resilience Unit collaborates with health care system and community partners to strengthen and enhance Florida’s planning for disaster recovery efforts. Program activities support locally-led recovery efforts and promote community resilience and the health and well-being of affected individuals.

Planning for Recovery is essential.  Without advance planning it is more difficult to restore necessary public health services during recovery.  Each disaster and affected community is unique. Vulnerable and underserved populations may be more affected by unmet and long-term needs.  Planning for each circumstance is not possible but planning can allow communities to have the partners and resources in place and ready to adapt.

This toolkit provides links to information and resources to support county health departments, health care system partners and partner agencies in planning for and meeting short and long-term post-disaster needs.  Note: Links to resources outside of the Florida Department of Health are provided for information only.  Their inclusion does not constitute endorsements by the Department.  The Department is not responsible for content on any linked website. State Plans and Resources 

Florida Division of Emergency Management Recovery Bureau – The Recovery Bureau provides information and guidance and works to maximize disaster assistance to eligible public entities, individuals and families through various state and federal disaster assistance programs.  

Florida Post-Disaster Redevelopment Planning Guide – An October 2010 guide intended to assist communities in developing a plan prior to a disaster.   It provides best practices for planning and implementation based on research and pilot projects.  

State of Florida Recovery Plan (Support Plan to the CEMP) - A 2008 Recovery Annex to the State Comprehensive Emergency Management Plan.  The purpose of the plan is to describe the recovery process at the state level.  The plan includes the organizational structure and operational responsibilities of recovery team members.

Health and Medical Response and Recovery Partners – Links to partner agencies and non-governmental organizations that support response and recovery efforts.

Federal Public Health and Medical Recovery Plans and Resources 

National documents provide guidance and information on the role of public health in recovery.  Recovery is a National Preparedness Goal Mission Area.  Health and Social Service Recovery is a FEMA National Disaster Recovery Framework Support Function.  Recovery is both a CDC Public Health Emergency Preparedness and Assistant Secretary of Preparedness and Response Hospital Preparedness Program capability.  Follow the link for these and other documents.

HHS Division of Recovery – The U.S Department of Health & Human Services Office of the Assistant Secretary for Preparedness and Response established the Division of Recovery within the Office of Emergency Management in August 2011.  It is charged with coordinating health and social services recovery planning and operations pre- and post-disaster within HHS and across the Federal government.  The Division of Recovery's mission is to advance the Nation’s ability to recover from the health and social services impacts of emergencies and disasters.

County Planning and Resource Sharing 

Hillsborough County Post Disaster Long-Term Recovery Strategy – Document developed by the Hillsborough County Department of Health and County Post Disaster Redevelopment Planning subcommittee to outlines goals, objectives and strategies to guide the community in redeveloping the health and medical system in the event of a catastrophic event. July 2010.

Pinellas County Post-Disaster Redevelopment Plan – Provides Pinellas County and other local governments with a county-wide reference for guiding local action and decision making during the disaster recovery period and details actions that can be taken prior to a disaster to speed the recovery process and make the community more disaster-resilient. June 2012.
