Transforming Rural EMS: The Next Phase of the F.A.I.R. Project
The Florida Department of Health is proud to launch the next evolution of the F.A.I.R. EMS Measurement Project through the National EMS Quality Alliance (NEMSQA) Data Initiative. This ambitious national effort builds on Florida’s leadership in EMS quality improvement, expanding the reach and impact of rural data transformation across the United States.
Why It Matters
Rural EMS agencies face unique challenges in data collection, reporting, and performance measurement. The F.A.I.R. Project, focused on Feasible, Actionable, Impactful, and Relevant measures, was designed to address these gaps. Now, with expanded funding and national collaboration, we’re taking the next step: building a scalable framework for EMS data quality and NEMSQA measure implementation.
What’s New
This phase introduces a robust set of deliverables designed to elevate EMS systems:
- Comprehensive Needs Assessment: Identifying data gaps and barriers in rural EMS agencies nationwide.
- Data Quality Guidelines: Establishing best practices for NEMSIS data entry, validation, and submission.
- Quality Improvement Framework: Leveraging high-quality data to drive measurable progress using the Plan-Do-Study-Act model.
- Training and Education: Developing role-specific, interactive training materials to build data competency.
- Software Recommendations: Enhancing EMS software tools to support automated measure tracking and data visualization.
- State-Level Accreditation Program: Creating a tiered system to recognize agencies that meet high standards in data quality and performance.
Our Partners
This initiative is powered by collaboration between:
- University of South Florida (USF)
- National EMS Quality Alliance (NEMSQA)
- Florida Center for Emergency Medical Services (FL-CEMS)
Together, we are building a future where rural EMS agencies are fully equipped to participate in national performance measurement and quality improvement efforts.
Looking Ahead
By 2029, our goal is clear: full participation, validated measures, and a national model for EMS excellence. Florida is leading the way, and rural communities across the country stand to benefit.
