Pre-Hospital Data Collection Overview

EMSTARS, Emergency Medical Services Tracking and Reporting System, is Florida's online prehospital information source. The Florida EMS Tracking and Reporting System (EMSTARS) project is undertaken to provide incident level patient care reporting for submittal to the Florida Emergency Medical Services Program (EMS) and the National Emergency Medical Services Information System (NEMSIS) databases.

Sufficient data does not exist to define Emergency Medical Services at either the state or national level. Today, the lack of this data makes it difficult even to describe EMS as a profession. Florida's EMS system does not have sufficient information to drive performance improvement initiatives or evidence based decision making.

In September 2004, the Florida Bureau of EMS signed the NEMSIS Memorandum of Understanding to support and promote the NEMSIS business model (National Highway Traffic Safety Administrations Uniform Prehospital Dataset).

NEMSIS - The National EMS Information System website provides information on the NEMSIS project, the NHTSA data set, and reference documents.

NEMSIS (National EMS Information System) provides a national EMS database that is valuable in developing nationwide EMS training curricula, evaluating patient and EMS system outcomes, facilitating research efforts, determining national fee schedules and reimbursement rates, addressing resources for disaster and domestic preparedness, and providing valuable information on other issues or areas of need related to EMS care. Additionally, NEMSIS provides a standardized EMS data set and definitions.

NEDARC - The National EMSC Data Analysis Resource Center website provides links to a wealth of reference materials and provides information on the services and workshops offered through NEDARC.

NEDARC assists EMSC grantees and state EMS offices to develop and improve their capabilities to collect, analyze, and utilize EMS and other healthcare data to improve the quality of care in state EMS and trauma systems.
