it is very important to understand the rights and safeguards for families in Early Steps. Part C of the Individuals with Disabilities Education Act (IDEA) Regulations, outlines a series of rights and procedural safeguards to ensure family participation in the early intervention system. Procedural safeguards are the checks and balances of the early intervention system and are intended to protect the interests of families of infants and toddlers with special needs as well as the interests of the early intervention system. IDEA, Part C is family-oriented legislation and the rights and safeguards convey the law's central principles of respect for family privacy, diversity and their role as informed members of the early intervention team.
