Cities Readiness Initiative (CRI) is a federally-funded nationwide project that focuses on enhancing preparedness in counties and major metropolitan statistical areas. Through CRI, state and large metropolitan county health departments develop plans for delivering medical countermeasures to respond to a large-scale bioterrorist event within 48 hours.
Resilient communities are equipped and ready to respond to provide medical countermeasures such as drugs, vaccines, diagnostics, and non-pharmaceutical countermeasures that may be needed to lessen the effects of a public health emergency.

Cities Readiness Initiative Resource Toolkit
This toolkit is designed to assist county health department planners and other community partners with Strategic National Stockpile (SNS) and medical countermeasure planning. The sharing of tools, resources, and successful practices can help counties establish, sustain, evaluate, and enhance local projects.

CRI Planning Resources
Operational readiness review (ORR) resources will be updated to better reflect the needs of the new tool. In the meantime,ย these resources will remain posted and available as they are relevant and useful for preparedness planning.
Section 1: Developing a Plan with SNS Elements
1.2ย Local SNS planning elements are updated annually based on deficiencies revealed during federal and/or state conducted SNS Technical Assistance Review and state/local training and exercises.
1.4ย The roles and responsibilities of local agencies and/or other organizations concerning SNS planning elements are documented.
Section 2: Management of SNS
2.2ย Personnel have been identified at the local level to oversee the planning and management of listed functional areas and contact information is documented.
2.5ย SNS functions have been incorporated under the applicable functional area of the jurisdiction’s Incident Command Structure and are documented.
Hazard Vulnerability and Risk Assessment
The Florida Department of Health provides resources for public health risk and vulnerability assessment for emergency preparedness and response planning.
State Resources
Florida State Emergency Response Team Geospatial Assessment Tool for Operations and Responseย – GATOR is the flagship common operation picture/situational awareness application for the Florida Division of Emergency Management (FDEM) and the Florida State Emergency Response Team (SERT).ย The SERT uses this geospatial assessment tool for operations and response. This tool does not require a login password.
Florida Enhanced Hazard Mitigation Plan 2023ย – The Florida Enhanced State Hazard Mitigation Plan (SHMP) is designed to reduce death, injuries, and property losses caused by natural hazards in Florida. The plan identifies hazards based on the history of disasters within the state and lists goals, objectives, strategies, and actions for reducing future losses. Implementation of planned, pre-identified, and cost-effective mitigation measures not only helps reduce loss to life, property, and the environment, but also streamlines the disaster recovery process.

Spatial Hazard Events and Losses Database for the United States (SHELDUS)ย is a county-level hazard data set for the U.S. for 18 different natural hazard event types such thunderstorms, hurricanes, floods, wildfires, and tornados. For each event the database includes the beginning date, location (county and state), property losses, crop losses, injuries, and fatalities that affected each county. This tool does not require a login password.
Global Terrorism Databaseย is an open-source database that includes information on terrorist events around the world. It includes systematic data on domestic as well as international terrorist incidents. This tool does not require a login password.
