Emergency Medical Servicesโ Investigation Unit protects and enhances public health, welfare, and safety of Floridaโs residents and visitors by investigating complaints, enforcing regulatory compliance and strict adherence to the established laws, rules, and professional standards.
The unit analyzes and investigates legally sufficient complaints against Floridaโs emergency medical services (EMS) training schools, providers, 911 public safety telecommunicators, and any person or entity acting as such. Prosecution of these cases are sent to a prosecuting attorney for handling.
The section also works in conjunction with the Division of Medical Quality Assurance to investigate legally sufficient complaints against emergency medical technicians and paramedics.

Anonymous EMS PROVIDER complaints will not be investigated.
The Florida Department of Health is not authorized to initiate an investigation of a licensed EMS provider based on an anonymous complaint.
The Department is authorized to initiate an investigation of an individual health care provider based on an anonymous complaint; however, the identity of the complainant may be required for the investigation to proceed to conclusion.

Requests for public records can be submitted in-person, by phone, fax, email, or regular mail.
Patient RecordS RequestS
Requests for patient records of EMS treatment or transport should not be directed to the Florida Department of Health. The Department is not the custodian of records for EMS providers. Medical records requests should be directed to the specific EMS provider that treated and/or transported the patient and/or to the hospital or facility to which the patient was transported.
