In accordance with section 893.055(3)(a), Florida Statutes, dispensers are required to report controlled substance dispensing information by the close of the next business day or have a Notification of Exemption from Reporting on file with Floridaโ€™s Prescription Drug Monitoring Program (PDMP), E-FORCSEยฎ. Dispensers without controlled substance dispensing activity that do not have a Notification of Exemption from Reporting on file must submit a zero report daily.

Pursuant to section 893.055(9), Florida Statutes, a person who willfully and knowingly fails to report the dispensing of a controlled substance as required by this section commits a misdemeanor of the first degree, punishable as provided in section 775.082 or 775.083, Florida Statutes.


Mandatory Reporting

  2. Report controlled substance dispensing information by the close of the next business day or submit a zero report, following the directions in the Data Submission Guide linked above.

Notification of Exemption from Reporting 

A dispenser may submit a Notification of Exemption from Reporting if they meet one of the criteria below.

  • Dispenser is registered with the regulatory board as a pharmacy or dispensing health care practitioner but does not dispense controlled substances as defined in section 893.055(1)(c), Florida Statutes, in or into the state of Florida.
  • Controlled substances are administered directly to a patient (i.e. Institutional Pharmacy Permits or dispensing health care practitioners).
  • Controlled substances are dispensed within the health care system of the Florida Department of Corrections.
  • Controlled substances are only dispensed to a person under the age of 16.
  • Dispenser is a newly permitted pharmacy under Chapter 465, Florida Statutes, awaiting issuance of a U.S. Drug Enforcement Administration registration number.
  • Dispenser is awaiting renewal of an expired DEA registration, and is not currently dispensing controlled substances.

ASAP 4.2A Reporting

Dispensers are now required to report controlled substance dispensing to E-FORCSE in the ASAP 4.2A specification. If you have not already done so, you must begin reporting in the new specificationย IMMEDIATELY.

Section 893.055(3), Florida Statutes was amended with the passage ofย , requiring the reporting of the pharmacyโ€™s ย permit number or dispensing health care practitionerโ€™s license number and the name of the individual picking up the controlled substances prescription along with the type and issuer of identification. Ruleย 64K-1.002, Florida Administrative Code, was amended to update the format for submission to the database to the ASAP 4.2A specification.ย  The amended rule went into effect on December 19, 2018, and E-FORCSE provided a one-year grace period to allow dispensers to complete the transition, which expired on December 18, 2019.

  2. Update your reports to meet the ASAP 4.2A specification.
  3. Begin reporting the additional fields below under the ASAP 4.2A specificationย IMMEDIATELY.
    • PAT17-ย Patient telephone number
    • DSP04-ย Number of refills authorized by a prescriber
    • DSP06-ย Refill Number (0=New; 01-99 is the refill number)
    • PHA13-ย The State of Florida Department of Health issued pharmacy permit or the dispensing health care practitionerโ€™s license number for the entity that dispensed the medication.
    • Additional Information Reporting (AIR) for Prescriptions dispensed for Pick-Up:
      • AIR07– Last Name of Individual picking-up prescription
      • AIR08-ย First Name of Individual picking-up prescription
      • AIR04-ย Type of ID or 99 Other (if MD called)
      • AIR11-ย ID Qualifier 02- Person Picking Up
    • Additional Information Reporting (AIR) for Prescriptions dispensed for Mail/Delivery:
      • AIR07-ย Last Name of Patient
      • AIR08-ย First Name of Patient
      • AIR04-ย Type of ID 03 Unique System ID (aka Insurance Card) or 99 Other (if MD called)
      • AIR11-ย 98 Unknown/Not applicable
