The Florida Prescription Drug Monitoring Program, known as E-FORCSEยฎ (Electronic-Florida Online Reporting of Controlled Substance Evaluation Program), was created by the 2009 Florida Legislature in an initiative to encourage safer prescribing of controlled substances and to reduce drug abuse and diversion within the state of Florida.
E-FORCSE is a mechanism to collect and store dispensing information for controlled substances listed in schedules II, III, IV, and V, and provide the information maintained in the system to health care practitioners to augment their clinical decision-making.

PDMP Funding
Since implementation of the PDMP in 2009, there have been five sources of funding for the administration of the program, as outlined below. The Department remains committed to exploring innovative options for identifying projects and securing funds for the PDMP, and stands ready to work alongside our stakeholders and partners to ensure the future of the program.
- Division of Medical Quality Assurance Trust Fundย – With the passage of House Bill 5001, the 2020 Florida Legislature transferred the PDMP budget appropriation of $1,585,478 from general revenue to the Division of Medical Quality Assurance Trust Fund (MQA TF) . The PDMPโs expenditures from the MQA TF will be allocated to the professions that prescribe and dispense controlled substances and the allocation will be made based on a calculation of the number of licensees per profession and the number of registered PDMP users per profession. The allocations will be reviewed and updated on a quarterly basis by the Divisionโs budget office.
- General Revenueย –ย The Florida Legislature authorized general revenue appropriations of $500,000 for administration of the PDMP for FY 2013-14, FY2015-16, FY2016-17 and FY2017-18; $990,089 was appropriated for FY 2018-19; and $1,702,441 was appropriated for FY 2019-20.ย
- Private Fundraisingย –ย The Florida PDMP Foundation, Inc., is a 501(c)(3), not-for-profit organization incorporated with the Florida Department of State. The Foundation operates as a direct support organization for the Department to provide funding and support for the PDMP. Since its formation, the Foundation has raised over $2.2 million and has provided $1,010,513 to fund the administration of the PDMP.
- Federal Grantsย – The PDMP has been awarded eight federal grants totaling $5,237,319 which were based on specific projects outlined in the grant application and only a limited portion (if any) may be used to offset infrastructure, personnel, and facility expenses. Of the eight federal grants awarded, the PDMP has accepted six Harold Rogers PDMP grants from the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance; one grant from the Substance Abuse and Mental Health Services Administration; and one grant from the CDC.
- Private Grantsย –ย The PDMP was awarded three grant awards from the National Association of State Controlled Substance Authorities totaling $49,952. These private grant funds were used to create a website, to purchase office equipment, and to purchase promotional items.

Electronic Health Recordkeeping Integration
On March 19, 2018, Governor Rick Scott signedย House Bill 21ย into law permitting authorized users to request and receive information from the Prescription Drug Monitoring Program system through an electronic health recordkeeping (EHR) system.
E-FORCSE is collaborating with Bamboo Health, the service provider for E-FORCSE, to provide this integration option to all health care practitioners in the State utilizing a service called PMP Gateway. The PMP Gateway facilitates communication, information transfer, integration, and support for the state approval process and the EHR vendor development process.
Connecting through the PMP Gateway will enable health care practitioners to query their specific patient’s controlled substance dispensing information within their electronic clinical workflow. This integration will help healthcare practitioners have accurate, relevant and timely PDMP information at the point of care to make better informed clinical decisions. In addition, providers who participate in the initiative will also receive NarxCare, which is a decision support and analytics platform. This next step with E-FORCSE will help prescribers and dispensers better assess patient risk and help make more informed prescribing and dispensing decisions.

PMP Gateway Procedure for Electronic Health Recordkeeping System Integration
STEP 1:ย Complete theย Integration Request Form. Be sure to identify the primary contact person who will lead the project.
STEP 2:ย A Bamboo Health, Inc. Integration Specialist will contact you to confirm the details within your integration request and discuss next steps.
STEP 3:ย Entity downloads and executes the Gateway License Agreement with Bamboo Health. Integration pricing is directly negotiated with Bamboo Health.
STEP 4:ย Bamboo Health notifies E-FORCSE testing is complete.
STEP 5:ย E-FORCSE authorizes approved entity in PMP Gateway console and integration is complete.
