Licensure by Examination
BEFOREย applying for a license with the state of Florida, the Electrolysis Council encourages all students who have finished the required 320-hour electrolysis training at a Florida approved school toย firstย register to sit for and successfully pass the examination directly with Prometric.ย

An applicant must submit the application, fees, and following documentation:

Proof of High School Education
Copy of the actual diploma, high school equivalent diploma (GED), or high school transcript that shows the date of graduation, is acceptable. If in a language other than English, a translation must be submitted.
- An applicant from a foreign country who does not have a high school diploma or graduate equivalency diploma, must submit equivalent documentation from a credentialing agency.
- The council does not endorse or recommend any particular credentials evaluation service. You have the option to view aย listing ofย current memberย organizationsย that may provide this service.ย Upon selection of a credentials evaluation service, please request an evaluation that would determine whether your education is the U.S. equivalent of a high school diploma.

Proof of Electrolysis Training
Official Transcripts:ย Official transcripts may be submitted to the Electrolysis Council in a password-protected electronic formats via email by the approved Electrolysis Training Program toย MQA.Electrolysis@FLhealth.gov.

Temporary Permits
Temporary permits may be withheld prior to the councilโs review, based upon the questions or problems that arise.
Temporary permits may be requested if you wish to practice electrolysis prior to examination and/or licensure.
Temporary permits are issued based upon meeting the eligibility requirements and completion of the application file.
If you are denied licensure or if you fail the examination, the temporary permit is automatically revoked and you must cease practice immediately. Practicing on a revoked temporary permit can subject you to fines, probation and/or possible denial of licensure. The facility where you have been practicing and the facility owner are also subject to disciplinary action against their licenses by the Board of Medicine.
IBEC Exam Registration Information
After completion of your pre-licensure Electrolysis Training Program, the next step is to complete the licensure examination.
The Florida Electrologist Licensure Examination is theย International Board of Electrologist Certification (IBEC) Examination: Electrology, Laser, and IPL Exam-FL.

The American Electrology Association (AEA) has made the study guide for theย IBECElectrology, Laser, and IPL Exam-FLย examinationย available for purchase.
Instructions for Registering for the IBEC Examination
- REGISTER*ย for theย IBEC Electrology, Laser and IPL Exam-FLย using throughย Prometric scheduling.
- Selectย Scheduleย and follow the prompts.ย
- Once you arrive at theย Exam Selectionย screen, underย Select a Test, choose theย IBEC Electrology, Laser, and IPL Exam-FL.ย
- The examination fee will be paid directly to Prometric, by credit card, at the time you go online to register.
- Select your preferred exam date and location within the registration/scheduling system.
If you will require special testing accommodations during the examย (for those who need assistance under the Americans with Disabilities Act), contact Prometric at 800โ967โ1139,ย BEFOREย you register for the examination.
Both examinations are only available in English.ย Candidates can request approval from Prometric to use a word-to-word translation guide during the examination. An appropriate guide is defined by Prometric as a โbook of English words that includes translations into other languages but does not include definitions of the words.โ
To request approval to use a translation guide,ย candidates must contact Prometric to obtain authorization prior to their scheduled examination date. The contact number for Prometric is 1-800-967-1139.ย
After passing the applicable version of the IBEC examination, you will be ready to submit your Florida electrologist licensure application, along with the required supporting documents, to the council office.

When the council office receives confirmation of your test score from the exam vendor and our office verifies you meet all other requirements for licensure, your license will be issued.
Licensure by Mobile Endorsement
Requirements
To be licensed as an Electrologist in Florida through the MOBILE Endorsement pathway you must meet the following requirements inย section 456.0145, Florida Statutes:
- Must hold an active, unencumbered license issued by another state, the District of Columbia, or a territory of the United States in a profession with a similar scope of practice, determined by the board or the department, as applicable.ย
- Must provide the licensure regulations from the jurisdiction in which the applicant currently holds an active, unencumbered license that demonstrates the established minimum education and examination requirements are substantially similar to the requirements for Electrologist licensure in this state, as determined by the Florida Electrolysis Council.ย
- Must have actively practiced the profession for at least three years during the four-year period immediately preceding the date of submission of this application.ย
- Must not have ever been reported to the National Practitioner Data Bank, unless the applicant successfully appealed to have the report removed.
- Must not be the subject of a disciplinary proceeding in a jurisdiction in which he or she holds a license or by the United States Department of Defense for reason related to the practice of the profession for which the applicant is applying.ย
- Must not have had disciplinary action taken in the five years immediately preceding the date of submission of the application.ย

Process
Applicants must complete the following steps:
- Contact the state board(s) in which a license has been held to request License Verification be sent to Florida. If the state has an online verification including disciplinary actions, we will accept the online verification.
- Applyย online, pay applicable fees, and upload any supplemental documentation.ย ย
- If applicants have any affirmative answers in the criminal, personal, or disciplinary sections of the application, submission of the personal statement and supporting documentation can be uploaded with the online application.
- Please allow up to 10 business days for initial review of new applications. All applications and document submissions are reviewed in the order they are received. After your application is reviewed, any deficiencies will be communicated to you in writing by our Board staff. To expedite processing, please submit all required supporting documentation with your application and the requisite fees.If you are having documentation submitted by another entity on your behalf, please verify the Council officeโs mailing address to ensure delivery.ย Department of Health
Florida Electrolysis Council

If approved, the license will be issued to qualified applicants within seven days pursuant to section 456.0145(2)(e), Florida Statutes.

The $100 application processing fee is non-refundable. If requested, the $105 licensure and unlicensed activity fees may be refunded to you if you are denied licensure or if you decide to withdraw your application. New Facility or New Ownership
- Licensure is required for new facilities or existing licensed facilities that have new owners.
- A new application must be submitted when ownership changes.
- No license for operation of an electrology facility may be transferred from the name of the licensee to the name of another person. If a facility is sold, the new owner must apply to the Department for licensure and no electrolysis services may be performed in the facility after the sale until the new owner has received the required license from the Department. A person purchasing an electrology facility may apply to the Department for licensure prior to the date of purchase.
- Electrolysis facility licensure is required anytime a licensed Electrologist is providing services in a facility as an independent contractor or business owner. Only when the licensed electrologist is the employee of a doctor licensed by the Florida Board of Medicine or Florida Board of Osteopathic Medicine is a facility license not required. - Required equipment and safety and sanitary requirements are listed in Rule 64B8-51.006, F.A.C. Compliance with these requirements is mandatory upon inspection.ย Review inspection requirements atย Electrolysis Facility and Training School.
- Practicing in or allowing the practice of electrolysis in an unlicensed facility is punishable by a fine from $250 to $5,000 and other disciplinary penalties up to denial of licensure of the facility. The electrologist as well as the facility owner may be fined and/or disciplined by the Board of Medicine.
- Upon completion of the application and prior to licensure, the department will make arrangements to send an inspector from the Florida Department of Health to the facility to determine compliance with the law and rules.
- The inspector will have an inspection form upon which compliance is documented. A copy will be supplied to the applicant by the inspector. This form must be displayed in a conspicuous location within the facility.
- When the Department determines that the proposed electrology facility has met the requirements set forth by rule, the applicant will be issued a license.
- When an applicant fails to meet all the requirements provided in this section, the agency shall deny the application in writing and shall list the specific requirements not met. No applicant denied licensure because of failure to meet the requirements shall be precluded from reapplying for licensure.
Transfer of Facility
- When a licensed facility is transferring locations, the old facility license must be surrendered with the transfer of location application.
- Required equipment and safety and sanitary requirements are listed in Rule 64B8-51.006, F.A.C. Compliance with these requirements is mandatory upon inspection.ย You may also review inspection requirements atย Electrolysis Facility and Training School.
- Upon completion of the transfer of location application, the council office will notify the applicant (facility license holder) that a request for inspection has been made. Upon receipt of the completion letter, electrolysis services may be performed in the new location up to 60 days, commencing with the first day of practice in the new facility.
- Please notify the council office if your facility is not inspected within 60 days.
- The inspector will have an inspection form upon which compliance is documented. A copy will be supplied to the applicant (facility license holder) by the inspector. This form must be displayed in a conspicuous location within the facility.
- When the department determines that the transferred facility has met the requirements set forth by rule, a new license will be issued.
- If a transferred facility does not meet the requirements upon inspection set forth by rule, a new license will not be issued until the specific requirements have been met.

Electrologist Renewals and Fees
Current licenses expire at midnight, Eastern Time, onย May 31, 2026.
At least 90 days before your license expires, the department will mail you a renewal notification postcard to your last known mailing address of record. You will have until midnight, Eastern Time, on the day your license expires to renew. Failure to renew an active or inactive license by the expiration date will result in the license being placed in delinquent status. Failure by a delinquent licensee to renew before the expiration of the current licensure cycle renders the license null and void without any further action by the board or the department.
To ensure you receive your renewal notification from the Department, your current mailing address must be on file. Failure to renew an active license by the expiration date will result in the license being placed in delinquent status. Failure by a delinquent licensee to renew before the expiration of the current licensure cycle renders the license null and void without any further action by the board or the department.
A licensee who remains on inactive status for more than two consecutive biennial licensure cycles and who wishes to reactivate the license may be required to demonstrate the competency to resume active practice by sitting for a special purpose examination or by completing other reactivation requirements.
Licensees requesting to reactivate their license from inactive or retired status are required to pay additional fees and comply with specific continuing education requirements. Contact MQA.Electrolysis@FLHealth.govย to request your reactivation requirements.
The Department will renew your license upon receipt of:
- Completed renewal application
- Required fees
- Complete a mandatory background screening or retain your current fingerprints.
Required by section 456.0135(6)(1), Florida Statutes, a $43.25 fee is required for FDLE to retain your fingerprint for background screening during this licensure cycle. This fee is collected at the time of license renewal if your fingerprint retention is expiring this licensure period. If your fingerprint retention expires in the next 60 days, you will need to pay separately through theย Clearinghouse Applicant Initiated System.

- Your license status is not โMilitary, Activeโ.
- If you are renewing your license after the expiration date and your status still indicates โClear/Activeโ or โClear/Inactiveโ , you will be assessed a delinquency fee. The delinquency fee will be in addition to your renewal fees.
- If your license was โDelinquent, Activeโ or โDelinquent, Inactiveโ before the renewal deadline, it will be moved to โNull and Voidโ status after the renewal deadline and you should contact your Board office for instruction.

Applicants with Health History
If a โYesโ response was providedย to any of the questions in this section, provide the following documents directly to the board office:
A letter from a licensed health care practitioner,ย who is qualified by skill and training to address the condition identified, which explains the impact the condition may have on the ability to practice the profession with reasonable skill and safety.
The letter must specify that the applicant is safe to practice the profession without restrictions or specifically indicate the restrictions that are necessary. Documentation provided must be dated within one year of the application date.
A written self-explanation, identifying the medical condition(s) or occurrence(s); and current status.
Applicants with Discipline History
If you responded โYesโ to any of the questions in this section, you must provide the following:
A written self-explanation, describing in detail the circumstances surrounding the disciplinary action.
A copy of theย administrative complaintย andย final order.
Applicants with Criminal History
If you responded โYes,โ you must provide the following:
A written self-explanation,ย describing in detail the circumstances surrounding each offense; including date, city and state, charges and final results.
Final dispositionsย andย arrest records for all offenses. The clerk ofย court in the arresting jurisdiction will provide you with these documents. Unavailability of these documents must come in the form of a letter from the clerk of court.
Completion of Sentence Documents.ย You may obtain documents from the Florida Department of Corrections. The report must include the start date, end date, and that the conditions were met.
Health Care Fraud; Disqualification for Licensure, Certificate, or Registration
Effective July 1, 2012, section 456.0635, Florida Statutes, provides that health care boards or the department shall refuse to issue a license, certificate or registration and shall refuse to admit a candidate for examination if the applicant:
- Has been convicted of, or entered a plea of guilty or nolo contendere to, regardless of adjudication, a felony under Chapter 409, F.S., (relating to social and economic assistance), Chapter 817, F.S., (relating to fraudulent practices), Chapter 893, F.S., (relating to drug abuse prevention and control) or a similar felony offense(s) in another state or jurisdiction unless the candidate or applicant has successfully completed a drug court program for that felony and provides proof that the plea has been withdrawn or the charges have been dismissed. Any such conviction or plea shall exclude the applicant or candidate from licensure, examination, certification, or registration, unless the sentence and any subsequent period of probation for such conviction or plea ended:
- Felonies of the first or second degree, more than 15 years from the date of the plea, sentence and completion of any subsequent probation.
- Felonies of the third degree, more than 10 years from the date of the plea, sentence and completion of any subsequent probation.
- Felonies of the third degree, under section 893.13(6)(a), F.S., more than five years from the date of the plea, sentence and completion of any subsequent probation.
- Convicted of, or entered a plea of guilty or nolo contendere to, regardless of adjudication, a felony under 21 U.S.C. ss. 801-970 (relating to controlled substances) or 42 U.S.C. ss. 1395-1396 (relating to public health, welfare, Medicare and Medicaid issues), unless the sentence and any subsequent period of probation for such conviction or pleas ended more than 15 years prior to the date of the application.
- Terminated for cause from the Florida Medicaid program pursuant to section 409.913, F.S., unless the candidate or applicant has been in good standing with the Florida Medicaid program for the most recent five years.
- Terminated for cause, pursuant to the appeals procedures established by the state or federal government, from any other state Medicaid program, unless the candidate or applicant has been in good standing with a state Medicaid program for the most recent five years and the termination occurred at least 20 years before the date of the application.
- Currently listed on the United States Department of Health and Human Services Office of Inspector Generalโs list of excluded individuals and entities.
Continuing Education
Licensees are encouraged to become familiar with the professionโs continuing education rules under Chapter 64B8-52, Florida Administrative Code, to ensure they meet the councilโs specific requirements for renewal.
CE Requirements
When completing your 20 Continuing Education credits needed for renewal, please be aware that you can only obtain 10 ‘Anytime or Home Study‘ credits per biennium. The remaining hours must be completed as ‘Live‘ credits.ย Any ‘Anytime or Home Study’ credit hours obtained past the 10 will not apply to your license and cannot be used.
Live Credits:ย Rule 64B8-52.002, F.A.C., Definitions –ย โRemote or distance learning coursesโ are those courses which are offeredย liveย through electronic communication and are delivered in a manner that monitors attendance, minimizes distractions, and allows for synchronous communication between the instructor and the attendee.

Other Methods of Obtaining Continuing Education per Biennium
- Electrologists may visitย CE Brokerย to use the “Course Search” function to search for courses approved for the profession.
- Up to 2 hours of general continuing education can be earned by attending a Board of Medicine meeting which another licensee is being disciplined
- Up to 2 hours for serving as a volunteer expert witness in a disciplinary case
- Up to 6 hours per biennium for presenting as a lecturer or author
