As of August 1, 2018, new applicants for a Paramedic license are required to take the National Registry of Emergency Medical Technicians medical test.
Computer-based testing examinations are conducted at Pearson Vue Testing Centers.

Special Testing Accommodations
In accordance with section 64B-1.005, F.A.C., and the Americans with Disabilities Act, the Florida Department of Health will provide reasonable and appropriate testing accommodations to individuals with documented disabilities or religious conflict who demonstrate a need for accommodation and complete the required application.
Candidates who request testing accommodations must also have a completed licensure examination application on file with their professionโs board office.
Medical documentation in support of an accommodation request is required and shall be used by department medical consultants to independently assess the reported condition for purposes of authorizing appropriate accommodations. Documentation should include a detailed report of evaluation completed by a licensed psychologist or physician addressing the following:
- Clinical history or copies of ongoing treatment records
- Description of current functional restrictions in the daily activities
- Differential diagnostic considerations, ruling out alternative explanations as substance abuse, prescription side effects, treatable physical conditions
- Documentation of the signs and symptoms that support the diagnosis
- Response to treatment, with assessment of residual signs and symptoms
Reapplication for Special Testing Accommodations – Candidates who have previously received special testing accommodations for Florida Department of Health licensure examination and need accommodation for another examination attempt, must submit a reapplication.
Special Testing Accommodations Due to Religious Conflict – Modification to reporting times or alternate test dates may be requested by candidates who, due to their religious beliefs, cannot attend the examination at the scheduled reporting time or date.
Use of Translation Dictionary Due to English as a Second Language – This accommodation is only available for Mental Health Counselors and Electrologist. A letter from a state university, Language Department is required. The letter must be on university letterhead from a professor that teaches the candidateโs native language. The letter must state the candidateโs native language and that assistance from a translation dictionary is needed.
Hearings
Under Florida law, if you failed your licensure examination by less than 10% of the grade required for passing, you can contest the examination. To do this, you must request a hearing by choosing one of the options set forth below and filing your petition with the Agency Clerk. The petition must be filed within 21 days from the date the Department has posted examination grades, or if you plan to review, or have reviewed your examination, within 21 days of the date of your review of the examination.

Administrative Hearing Option A
If you are not disputing the examinationโs grading, scoring, validity as a testing tool, or methodology, you may request a Hearing Not Involving Disputed Issues of Material Fact. This hearing will be before the board that regulates your specific profession or the Department of Health if there is no board. Although the boardโs greatest authority is limited to ordering a free re-take of the examination, or a section of the examination, you will be given an opportunity to appear at a scheduled hearing and present your case. Your petition must be in substantial compliance with Rule 28-106.301, F.A.C.
If you elect this option, you will not be able to dispute anything relating to the exam itself, and the Department will not re-grade your exam. You will only be allowed to explain how mitigating factors such as external conditions, loud noises, or temperature affected your ability to take the exam.
Administrative Hearing Option B
If you dispute anything related to the examinationโs grading, scoring, validity as a testing tool, or methodology, you may request a Hearing Involving Disputed Issues of Material Fact. This hearing will be before an administrative law judge. Your petition will be forwarded to the Division of Administrative Hearings and your petition must state all disputed facts pertaining to the exam questions and/or procedures, and be in substantial compliance with Rule 28-106.201, F.A.C.
Administrative hearing process is lengthy and it may take 6-12 months, or longer, before a final decision is made. The Department will be represented by an attorney and may offer the testimony of one or more expert witnesses. You are hereby notified, pursuant to section 120.573, F.S., mediation is not available to resolve these issues.
